developing open standards across loose networks of common interest. Should be able to help with process and documentation. However, they might be overly bureacratic and difficult to move forward and it is unclear to what extent their support will help any standard to succeed.
Should look into IETF further.
Would also be useful to look into Open Rights Group, could give credibility and help.... alistair will pursue
